Cubans to assist with Free State housing


Five Cuban professionals with extensive experience in housing construction, have joined the Free State Dept. of Local Government & Housing to assist and transfer skills in the People's Housing Initiative. The latter is in line with the Vuk'uzenzele principle which mobilises people to enter into self-help schemes.
Says MEC Lechesa Tsenoli : “The goal of democracy is to improve the quality of lives of the people. Building healthy communities is less about government structures and more about building relationships. The Cubans have a long history of working closely with communities in teaching them to build their own houses.”




Competition Commission imposes heaviest fine


The Competition Tribunal has levied a fine of R3 million, its largest administrative penalty to date, by imposing on Federal Mogul, a subsidiary of a global manufacturer of components for automobiles and trucks, farm and construction vehicles and industrial products. A complaint was brought against Federal Mogul last year by Pee Dee Wholesalers alleging that Federal Mogul was involved in price discrimination by refusing to supply goods of like grade and quality at a uniform discount. In August 2002, the Commission referred the complaint to the Competition Tribunal, finding that Federal Mogul was practising minimum resale price maintenance in contravention of the Competition Act by imposing sanctions on Pee Dee Wholesalers because it was not passing on agreed-upon, uniform discounts to the retail trade.
The significance of this decision for franchisees was that where franchisors impose minimum resale price maintenance on their franchisees, these contracts would have to be reviewed, as minimum resale price maintenance is a per se (outright) prohibition in terms of the Competition Act and the Commission would investigate such anti-competitive practices.

Commenting on the decision by the Tribunal, the Commissioner, Advocate Menzi Simelane, said he was pleased. “This is a very important decision for our processes because it clearly indicates that heavy fines will be imposed for such anti-competitive practices. The fine represents the excess profit that Federal Mogul made at the expense of the consumers. We hope this will be a lesson to others who continue to ignore the Act and hope not to get caught”.

Teaching English to Chinese in the heart of the Free State


Teaching English to Chinese students in the heart of the Free State ? Yes, you have heard right !
At the request of the Free State Business Bulletin, I am telling you more about it. Rambling Rose used to be a guesthouse in Westdene, Bloemfontein. It is no more. The Southern Star International Institute was established in its place in April 2002 by the late John Conn and the new residents are Chinese adult students from Mainland China, on a six-month's stint to study English with a view to attending Techinkon or University locally or in other centers in SA. All facilities are provided for the students, while their Chinese food is prepared by their own chefs at the School's restaurant.
As a teacher at the Institute, I am thoroughly enjoying my exposure to the culture of this 5000-year-old civilization. The students are as varied as the areas they originate from and their sense of humour makes teaching a pleasure. Since their English education in China is grammar-based, we at the Institute aim to encourage as much dialogue as possible, thus increasing vocabulary and reading and writing skills simultaneously. It is remarkable to see their progress and this gives immense satisfaction.

The school has three teachers and there are 43 students, ranging from 17-42 years of age. Some are professional people determined to use English to further their careers, while the younger students are fresh from high school, having completed six years of English tuition. The school suffered a set back when John Conn was killed in a car accident in June this year, but his wife Annie has taken over the reigns.
