Contractors to be registered: South Africa will, within the next 18 months, have a national register of contractors which is to help screen out fly-by-nights which destabilise the construction industry. The register, to be compiled by the Construction Industry Development Board (CIDB), will categorise contractors for public-sector work. The CIDB register will also categorise contractors in a manner facilitating public-sector procurement and promoting contractor development. The CIDB, which started operating last year, is also required by law to establish a national register of projects providing information on the nature, value and distribution of projects and to provide the basis for a best-practice project-assessment scheme. The two registers are jointly aimed at promoting the best practice of clients and contractors.

New tender era for SA: A new era for tenders and tender procedures, as well as for procurement in general, is currently being ushered in. In line with the government's resolution in September 2000 regarding the procurement of goods and services by the public sector, the provincial tender boards in Gauteng, KwaZulu-Natal and the Free State have ceased to exist, making way for procurement arrangements governed by the Public Finance Management Act (PFMA). The KwaZulu-Natal tender board ceased to exist at the end of December, while the Free State and Gauteng tender boards were disbanded at the end of February and March 2002 respectively. These are the first steps in the transformation of South Africa's national and provincial government procurement landscape and are to culminate in the dismantling of the National Tender Board before the end of this year. Details are to be furnished as the new process unfolds, but this is the reported basics of the emerging framework.
