Tip of the iceberg?

On the photo above, the controversial massive regional office of the Mangaung Local Municipality built in Rocklands in 2005/6 by the previous Council and top management.
With the previous mayor, municipal manager and chief executive officer amongst others charged in court for defrauding some R150 million of municipal funds, hearings the past two weeks have revealed that this regional office might be the subject of many more millions of fraudulent municipal taxpayers' money.
How extensive is the fraud, which persons exactly in the private sector are involved and for what precisely is this building, situated on the Rocklands / Hamilton South border, to be utilized for, are three of the burning questions.
When the Free State Business Bulletin visited the premises last week Wednesday at 11:15, there was not a soul inside the locked building.
