If socio-economically the lot of every Free Stater across the board is to be improved even just a fraction, the two single most important contributing factors would certainly be leadership and entrepreneurship.
It has been all along the view of the Free State Business Bulletin that economic development in the Free State is in dire need of direction, which should come from provincial government, in particular the Dept. of Tourism, Environmental and Economic Affairs and associates, but that has been lacking for the past decade.
Another symptom of this has just surfaced again when figures released indicated that tourism visits to the Free State has decreased the past two years, in contrast to national figures on the rise. The main reason for this is being attributed to “lack of direction and marketing”.
The other much needed factor, is entrepreneurship. What the Free State and SA needs, is not so much more jobs, but more entrepreneurs. Much more entrepreneurs. This subject merits of course an entire debate, but as the Dean of the Faculty of Economic and Management Sciences of the University of the Free State, Prof. Tienie Crous, says in an interview in this edition, there is a crying need to develop human resources potential, especially entrepreneurship, in the central region of SA.
Leadership and entrepreneurship are indeed two keys to unlocking socio-economic progress in the Free State.
Die sperdatum vir die indiening van artikel 51 handleidings vir “privaat liggame” in terme van die Wet op Bevordering van Toegang (PAIA) tot Inligting, was 31 Augustus 2005. Hierdie Wet verskaf aan alle persone die reg tot toegang tot inligting gehou deur die staat sowel as private liggame, wat benodig word vir die uitoefening of beskerming van enige reg. Toegang tot die inligting word bekom via 'n voorgeskrewe “Handleiding”, die vereistes waarvoor in artikel 51 van die Wet uiteengesit word. Die basiese doel van die Wet is om 'n kultuur van deursigtigheid en toerekeningsvatbaarheid te skep in die openbare en private sektore.
Derhalwe moet alle publieke en privaat liggame 'n PAIA handleiding saamstel en is dit 'n oortreding van die Wet om nie die handleiding op te stel en in te dien in die voorgeskrewe formaat nie. Nie-nakoming mag lei tot 'n boete of tronkstraf.
Daar is/was sprake dat die staat verdere uitstel verleen het vir die indiening van handleidings, hoewel dit met die ter perse gaan van hierdie uitgawe nie duidelik is of sodanige uitstel wel verleen is nie. Gevolglik moet alle besighede vanaf selfs eenpersoonsake en kleinondernemings gewaarsku wees om hulself in hierdie verband op hoogte te stel van die nodige feite en wakker te wees om aan die regte kant van die wet te bly.
